Why the rules change between these areas

Four of these communities are inside the City of Toronto. Eleven are separate municipalities with their own permit office and their own local requirements.

Inside the City of Toronto

Etobicoke, North York, Scarborough and East York merged into Toronto on 1 January 1998. They share Toronto Building, the Toronto Zoning By-law, the citywide Multiplex By-law, the Basement Flooding Protection Subsidy Program and Chapter 591 noise hours.

Separate municipalities, separate permits

Vaughan, Mississauga, Markham, Richmond Hill, Brampton, Oakville, Aurora, Newmarket, Milton, Pickering and Burlington each issue their own building permits. A scope written for Toronto is not a scope approved in Vaughan.

Local requirements that catch people out

Mississauga requires a second unit to be registered and publishes the registry. Milton and Burlington issue a separate heritage permit, and Burlington's takes up to 90 days. Oakville has four heritage conservation districts covering most of its pre-1900 core.

Housing era decides the work, not the postcode

Burlington's dominant era is the 1950s and 1960s, Pickering's is the 1980s, Brampton's is 1996 to 2011, and Milton has almost nothing from 1979 to 2002. The same renovation is a different job in each.

Do you work outside the communities listed?

Send your address. We serve Toronto and 15 surrounding communities, and we confirm scheduling case by case for locations close to that list rather than claiming a coverage area we cannot staff.

Who issues the building permit for my property?

If you are in Etobicoke, North York, Scarborough, East York or the old City of Toronto, it is Toronto Building. Everywhere else on this list it is that municipality's own building department. We confirm it by address before quoting.

Does the price change depending on which area I am in?

The rates do not, but the job can. Access, lot width, housing era, whether a heritage permit applies and how long the local permit process runs all move the schedule and sometimes the scope, and all of that is priced in your written quote.
