Toronto is explicit: replacing a window or door in a single-family home with no change to size or location does not need a building permit. That keeps a straight replacement programme simple and fast.

New or enlarged opening, permit

Creating a new window opening, or enlarging or relocating an existing one, is permit work. That covers most basement egress projects and any plan to bring more light into a back wall.

Egress is a different specification

A bedroom egress window in a secondary suite needs an openable area of at least 0.35 square metres with no dimension under 380 mm. That is a code requirement, not a preference, and it costs $3,000 to $6,000 per opening.

What you are paying per window

Labour is roughly 30 to 50 percent of a window quote, about $100 to $300 per window on a ground floor. That share climbs with height, with access and with how the existing unit is fixed into the wall. A single-hung vinyl window at $300 to $600 installed and a casement at $450 to $900 are the same job in different hardware. The units where price moves sharply are the ones that change the wall: a bay at $1,500 to $4,000 and a bow at $2,500 to $5,500 and up carry structural support and roofing details above them, and a skylight is $800 to $1,500 fixed or $1,200 to $2,500 and up venting because it is a roof penetration first and a window second. Toronto’s roughly 65 freeze-thaw cycles a year are the reason the flashing and sealing detail matters more here than the frame material does.

This single question sets the permit position for the whole job. Same size and location means no building permit. Any new, enlarged or relocated opening means a permit and usually a lintel and a structural check.

How the existing units are fixed in

An older Toronto window may be nailed through a wood buck, set into masonry, or part of a larger assembly with a fixed panel. That determines removal method, how much wall opens up, and how much interior and exterior making good is in the quote.

The condition of what the window sits in

Rot in a sill or buck, failed masonry at a head, or a lintel that has dropped. Fitting a new window into a failed opening transfers the problem to the new unit, so those repairs are priced with the window rather than after it.
